Just take a short (3 inches long) piece of 1/2 - 3/4 flatbar and drill two holes that line up with the the threaded holes in the wheel hub. Place your new homemade tool over the steering shaft. Use 2 each grade 5 or grade 8 bolts that will thread into the hub and alternately tighten. It should come off easily. For less than a dollar you will have a wheel puller that will probably fit a number of cars and trucks as well as your tractor.
