Sounds like the effect of a restrictor valve somewhere in the bucket cyl control lines. They allow full flow one way, and restricted flow the other way. Supposed to keep you from dumping/dropping something to fast, but I wouldn't think that it would be necessary on a loader with two-way cylinders. The old one-way valve used on SM/MTA/... tended to drop your load like a rock unless you used a restrictor valve inline. To check for one, just look for an extra coupler in one of the lines. It can look like just a small female to female hose coupling, two inches long or less. The other obvious things are: verify same size supply lines; no bends or kinks creating their own restriction; or a one way cylinder hooked to a two way valve. In that case going down is gravity fed, but your tractor is loaded down (while you're waiting) trying to force hyd pressure against a closed port. Stan(VA).
