Had the same problem recently. Remove the pump and replace the seal on the driven gear. You have to release the retaining washer from the nut on the front of it. Go ahead and replace the O-rings in the pump, only three of them, I think. The seal, O-rings, and a new gasket cost me $17 at the IH dealer, and took about thirty minutes from start to finish (You will also need a new gasket between the manifold and Touch Control Unit, since you have to remove the manifold to remove the pump). They made two variations of the pump, but I think all the C's had the "modern" metal & rubber seal instead of a leather washer. Remove the pump and take it with you to the parts man so he can identify it.
