I am surprised you don't have an answer by now. I don't know the answer but, I have one tight and one you can move the lever that throttle linkage hooks to 1/8" side ways. It was that way 10 years ago, in fact my governor from your description was much like yours. At the time I put a new thrust bearing and spring on linkage. tractor has been working fine since. I don't necessarily say what I did was right, but dealer didn't have the rest of it, and I was in a hurry for the tractor. When the guys come alive this am you will get a better answer.
