240 Hydraulic Problems

IH 240 Utility, S/N 8209J. When I got this tractor, both the hydraulic system and the trans/rear end had a lot of water in them. Suspect that the tractor had been sitting outside for quite a while. I have changed the hydraulic oil twice already, but it still looks like it has watter in it. When you raise or lower the fast hitch, the hydraulics squeal and really pull the engine down. It seems to have plenty of hydraulic power, since fast hitch down pressure will lift the back of the tractor off the ground. Is it normal to have the squealing and lots of engine pull down? This machine does not have the hydraulic control valve under the fuel tank and on top of the hydraulic manifold, it has a Cross valve next to the seat to operate the fast hitch and no other valves. I have rebuilt the fast hitch cylinder, and cleaned the screen in the hydraulic manifold several times. Is the Cross valve something that was from IH or not? Maybe it is not correct or not hooked up correctly. Also, after the machine sits for awhile outside, when I start it up it pukes milky oil out of the hydraulic breather. Sounds like I am getting rain water into the hydraulic oil when it rains? Where would it be coming in?

Can I replace the Cross valve with another valve that has two sections so that I can run an auxiliary cylinder? What type of valve should I use? Is this an open center system? Where is the relief valve and what should it be set at? I really like the fast hitch, and have 3 point adapter on it, but I want to run another cylinder.

A couple of other questions:
-How do you set the timing--my distributor was loose when I opened it to do a tune up, so it is only set by ear now.
-My right rear axle seal is leaking at outboard end of axle housing. Can this be repaired without removing the axle?
-Is there any way to convert to live pto?
-Any other helpful hints on this tractor would be appreciated. I like it so far, and use it for brush hogging and blade work. I may get a finishing mower for it also. Will it handle a 72" 3 blade finishing mower OK.
-So far, the only thing I do not like about the machine is that second gear seems to be too much faster than first. When mowing, first is too slow and second is too fast.
