F12 and Early A steering wheels

I have a 1938 F12 whith a 3 spoke rubber covered wheel that has been on the tractor forever. The spokes and hub are also rubber covered. I thought it was the wrong wheel. Then I saw a 1939 "A" with the exact same type wheel. The "A" is in the 4000 vin and My F12 is a Very late one. Is this an original style wheel and does any one redo them? Thanks
