International 3444 backhoe parts and probems???

Hello, I have just recently purchased a IH 3444 backhoe really cheap. The quill was stripped that turned the Backhoe arm, so what I did to fix the problem was this,, (just in case anyone else may have this problem) I ground a flat into the side of the quill (where the teeth were) and then welded a piece of heavy flat stock into the top bracket that goes over the quill and holds the upper part of the arm in place. Then I slid the top bracket back over the top and bolted it back to the tractor. This works really well, as now the top of the quill is shaped like a D and the bracket is the female mate. Now for other problems !!!! I have a steering problem. It will steer to the left,, but it doesnt come back---at all ! I can turn the wheel easy enough both ways,, but it only works one way. The steering whell wants to go to the left,, but doesnt want to return (only when a certain valve that is on the wheelwell is pushed down. I dont know what this valve's purpose is,but it seems to power the steering valve system and shut it off when pulled out. Ever hear of this? Did someone put something together wrong at one time or another? ALSO,,I have some leaky cylenders. One is the upper arm cylender Leaks from the top like a siv ! The engine runs fine when I get it going, but I need to rewire it, and I start it with 24 volts then disconnect the batteries. The engine (diesal) starts up very rich, then t smooths out.
