Tim, most likely you need to adjust the link between the governor rockshaft and the carb on the left side. Pull the pin out of the clevis. Hold the rockshaft and the rod both as far to the rear of the tractor as they will both go. Then thread the clevis until it lines up with the governor rockshaft so that you can slip the pin back in. That ought to take care of the slop in the lever. If it doesn't also take care of kicking the governor in, you my have to open up the governor to check it out. May be be the sprong. Let us know how you make out. Scotty
