You should check to see if you have fuel to injection pump first. If you do then check to see if metering valve is stuck. If that is okay check transfer pump pressure from the pump. If that is okay it could be possible that the head and rotor is siezed. when this happens the pump will not pump.If you need more help let me know I work in A fuel inj shop.
