350D running strangely

Today after operating the Farmall 350D for about 2 hours at 3/4 throttle mowing a field, the RPM of the engine became irregular. It revs up and down on its own, sometimes almost stalling. I limped it back to the barn after this started happening. The fuel filters are probably long overdue for replacement...would a clogged filter cause the diesel to stop governing the RPM? Since I'm sure its overdue I'll get a set of filters and replace them, but should I also be looking elsewhere for the problem?
