The belt pulley gets lube from the transmission. However, when you change the oil in your transmission, you should loosen the three bolts that hold the pulley shaft retainer to the housing. Pull the shaft out and let the oil in the pulley housing drain. There is not a drain plug on it. The pulley housing is the high point of the transmission and water tends to condense there and accumulate. If you drain it, you'll probably get some water. When you reset the bolts that hold the flange, make sure the mating surfaces and the shims are absolutely clean. There is not gasket, only shims to set the gear lash, so if you get a spec of dirt between them, you're going to have a drip. After draining, put a quart or so of the same oil you use in your transmission into the fill plug on top of the pulley housing. The sump on the pulley housing only gets oil by splash up from the tranny, and pulley sump needs to be replenished separately. The pully sump has an overflow that drains back to the transmission, but there is always oil up there as there is no drain in the bottom.
