According to my 424 hydraulic manual, position and draft controls must be in the neutral position for the auxiliary valves to operate. I quote, "With the position control in the "Neutral" position, fluid flows from the pump to the flow divider. The flow divider routes half of the fluid to the steering which is shown in neutral. THis fluid returns to the suction side of the pump. The other half of the fluid is routed through a filter to the auxiliary valves." Now the manual does not show what neutral is for the position control. I bet it is half way like you have it. Are you sure you changed the filter for the auxiliary valves? If memory serves, it is in a cylinder under the seat. If you did change it maybe your flow control valve is sending everything to the steering until you close the isolation valve.. Just my $.02
