The new clue pretty well nails it down. The pump is running at high pressure all the time, and being protected by the pressure relief valve (which is working as intended from your description). When you move the steering wheel, part of the hydraulic flow goes to the steering instead of through the relief valve, so the pump isn't working as hard and sounds happier. The problem is almost certainly in the unloading mechanism which is supposed to let the pump just circulate oil at low pressure except when high pressure is actually needed. The problem is most likely a clogged orifice (part 10 in Figure IH748 in my IT manual, hopefully yours as well). Lack of flow through this orifice prevents unloading, and is a fairly common problem. A less likely suspect is a leaky O-ring (part 4, same drawing) which could also interfere with the unloading mechanism. An external leak in the control line could possibly be your problem (if this is what you mean by bleed out). If your hitch will hold a heavy load without bleeding down, the cross-check valve is working OK and I wouldn't mess with it. The ports on that valve tend to be a real pain to get apart, so it's a good job to avoid, if possible. Good luck, let us know how you make out.
