350U Can't steer the thing.

350U with P/S, drove it first time in a month. HY Trans fluid is up to full mark but you can't turn the steering wheel ,2 pt. works fine with blade on back will lift tractor rear off ground easily. If you pull on steering wheel and tap the touch control lever, steering wheel will rotate about 1/5 turn each tap of lever. From the manual I understand the PS has priority oil flow and pressure over the lift. This tractor has been hard to steer in the past if the weather is hot and tractor is driven for a couple of hour. I attribute that to a weak pump but today it was impossible upon start up. I checked the archives and could only find one post that resembled my problem. Any help would be appreciated. Thank you.
