Its what's called exhaust slober from idling. Oil seeping down the valve stem when the engine is only at an idle or lower rev's. We see it on some of or tractor when there cold untill they warm up. Also some of them like the german D310's And D358's have a litte blue smoke when there doing the litte idle work but this clears up when there but on a normal work load.

I think there are valve spreders or what they call sheeders that throw the oil away from the valve stem to slow this down. On some engines this is an update. Even the IH D414 -DT466 drip oil from the exhaust manifolds if they do alot of ideling for extented periods.

Some oil down the valve stems is required. But if its getting bad. You may need to redo your head with new valve and guides. New valve springs if you go that far and see if theres an update to newer retainer ,Spreeder, Sheeder Not sure of the name right now. That help with this proplem.
