Also check that the linkage between the gov. and carb. If not hooked up correctly the butterfly valve on the carb. could just sit there in the closed position and won't allow fuel to be pulled into the motor. this was what was wrong on my H after a carb rebuild and then I couldn't get fuel. Let us know what you find Bob
