If you have never replaced glow plugs its most likely way overdue, I worked around these tractors new sitting in a very cold warehouse, they would start on just glow plugs, you couldnt pull start them, the back wheels would just slide. Next thing is batteries and cables, original specs only. The later 06/56 engines were a lot better starting, 460/560/656 glow plug diesel was the first try by IH at direct start, it was basically a gas engine turned into a diesel. I repeat that glow plugs first suspect, the tips of them burn off.
