C pushrods

I've been putting my C back together but 3 of the valves aren't moving. It doesn't seem like the push rods are seated in there slot right, because the ones that aren't working are about 1/8 to 1/2 taller than the ones that are. I tried flushing out holes, that helped them some, they're in deeper in there slots but not as deep as the working ones. Anybody have any ideas? I hope this makes sense. Thanks Tim
