If the impulse coupling is working you will hear a loud, mechanical "snap" from the magneto every 1/2 revolution of the crank at cranking speed. The impulse works only at cranking speed - soon as the motor reaches idle the impulse deactivates. A stuck impulse often can be fixed by disassembling, cleaning and oiling.
