Farmall carb overhaul problem

I recently installed a rebuild kit in my super A carb(which happens to be a Carter 652). Anyway, the kit went in nicely and the tractor started just fine afterword but I noticed 2 problems. 1. Under load the governor revs then slows then revs repeatedly. 2. After shut down, the next day a puddle of fuel was on the floor beneath the tractor (dripped from the carb). Any suggestions would be appreciated.... By the way, before I reinstalled the carb I tipped it to listen for the floats to drop and they did.....so I question whether they are sticking....
