Can anyone explain what this handle does?

I have a 1960 IH 460 Utility. It has a 2 point fast hitch. The handle I am talking about is on the left side of the tractor seat, it moves up and down and appears to work off the cylinder that moves the 2 point up and down. The linkage also connects to the drawbar under the tractor that connects to the 2 point. I have no idea what this lever does, it doesn't seem to make any difference if it is all the way up or down. Also can you tell me if I can get the 2 point to have down pressure? I have been told to put a 3/4 bolt in the bottom of the cylinder but it is connected at the bottom with no space I can see to put a bolt in. Hate being stupid but would like to know what all the items on my tractor do. Thanks to all who can shed some light for me!
