1945 Farmall H blowing smoke

I purchased a 45' H from a fellow who said he rebuilt the engine with new valves and rings, "It's just like a new tractor he said" well now it's blowing smoke. First I thought I put to much oil in, so I changed it and here to find out it may had 3 and a half Qts in it. The guy never changed it. So I replaced the oil and brought it up to 6 qts and now I'm blowing more smoke. I called the old guy and he said it's dirt in the carb. I love this old tractor and I want to learn more from people who really know this machine.
