CADPlans probably has a set of drawings you could buy pretty cheap. If I wanted to reinvent the wheel, I'd first go to the farm supply store and buy all the parts I could - like cylinder(s), lift arms, center link, and all that. Then I'd rent or borrow a neighbor's tractor with a working three-point hitch and take lots of measurements and pictures. It might help to look at and measure a three-point implement too. Only then would I start laying out a framework that would hold the purchased parts in relationship to the tractor and each other like the neighbor's working three-point hitch. Once you see how the working parts have to line up, it shouldn't be too hard to cut and weld mounting brackets and a framework for your own tractor.
