Spark at plugs but no go

I am really confused. I parked my A a week ago, removed the plug wires, masked off some parts, masked off all the elctrical connections, put a plastic bag over the magneto and washed my tractor. I removed the manifold and carb too. I then did a light spray paint job on it. All of my wires are fine and my battery is weak and I have a blue spark when I arc plug 1 to the frame. But I cannnnot get it to start. The motor turns over. I have spark. I noticed that my sediment bowl has some debris at the bottom of it. Some but not a lot. I noticed my manifold is missing three bolts but the three other bolts are tight. Because I removed the plug wires nothing should have changed. ?? I removed my wheels and when I remounted them I had to turn the hubs to align the bolts to remount them. Would I have changed the timing? The tractor was in neutral. I'll check the fuel flow to the carburetor tomorrow. I could also try spraying ether into the air cleaner while cranking it too. What do you all suggest? JP
