Crank Pulley Installation

Had to take the crank pulley of my IH624 the other day - noticed that it had been wobbling and getting worse (lucky I caught it when I did). When I finally got the pulley off the shaft I was left with 4 pressure rings about a quarter inch in width (split and bevelled) and two solid spacers (about a quarter inch in width). Seems that this had been off before and the fellow had put the spacers in wrong (one had twisted causing the pulley to move). My question is that when I had put it back the only way it made sense, I was left with one of the solid spacers sitting about an eigth of an inch out once it was compressed in with the solid half inch plate that bolts the pulley to the shaft. In other words the plate (which is held on with three half inch bolts) does not make contact with the shaft?

Does this make sense? ... I cranked her over with it as such and she seems to be running as straight as an arrow?
