Be sure to torque the bolts smoothly. Torque is only measured when something is twisting. If the bolt stops turning, you've stopped measuring torque and are now measuring stiction (the amount of pressure it takes to get the bolt moving again). Stiction is always higher than torque; it always takes more to get the bolt moving than to keep the bolt moving. So, you could be undertorquing the bolt, if you don't so it smoothly and keep the bolt turning.
