IH 350 Utility Hydraulic questions

I have a 350U with the fast hitch w/traction control with a hydraulic cylinder located at the right side (vertical) behind the seat. The problems i am having is lack of down pressure and slow raising on the implements. I have a friend that has a 300U with the Hyd. Cyl located (horiz) on the left side of the seat and he can raise the rear wheels off the ground using a backblade. And he has quick response up/down. I've checked the Hyd screen in the reservoir and it is clean. I understand I need a Hyd. Gauge to check the pressure in the system. I know some of the assy. such as the regulator saftey valve, check valve block or the pump itself could be bad . I do have power steering and it seems to be working normally. If someone might have a suggestion please thanks in advance
