Derek,
You will have to tear the engine down to know why it is stuck and then you will have a better idea of how much it will take to rebuild it. If there was little oil in the engine, it could have spun a rod or main bearing, which may have ruined the crankshaft and one or more connecting rods. You could check this by removing the oil pan and inspecting the crank and rods. If it is stuck because of pistons seized in the cylinders, you will probably want to replace the pistons and sleeves. A kit with pistons, rings, sleeves, rod and main bearings and gaskets will likely cost you about $800. Add more for machine work and other internals that may need replacing (rods, crank, cam, lifters, oil pump, etc.). If the cylinder head needs rebuilt, that will run about $250-300. Unfortunately, there is no quick answer, but it sounds like you got a good enough deal on the tractor that you can afford to put some money in the engine. Sorry for the long post, I will end with three bits of advice: 1-Find a good machine shop and a good parts source, 2-Take your time, take pictures, write stuff down during disassembly in case your memory is as bad as mine, 3-Ask questions, especially of the great guys on this forum. I am in the midst of rebuilding a 263 gas myself, so if you have any questions, e-mail me and I will try to help.
