Farmall 230 HELP?

Just looked at a Farmwll 230 tractor. The tractor has cultivators front & rear, 2pt hitch. Also has planters and fert. hoppers. The tractor comes with a very nice 16disc 2pt harrow. Runs good, but water pump leaks. Also tires are fair. The owner is asking $1200.00. Is this a fair price? Serial# 7137J, what does J stand for? Tractor also has factory tach. THANKS!!!!
