Clark I have had the very problem with my 584 and it is related to the filter in the trans and the trans hydraulic fluid. The first time I lost my steering function was due to hooking up to someone else's equipment and they didn't have filters on their older tractors so it contaminated my tractor. The second time it happened the Case I-H dealer gave me the wrong filter . After telling him it was leaking around the canister and I couldn't get it any tighter and I had no hydraulics his shop technican informed him there were two different filters for a 584 depending on which screen was used with them. I got the right filter and screen and upon installation my steering workied immediately and did the hydraulics. So some one may have put the wrong filter in combination with the existing screen and you are experiencing a problem. What happens is the hydraulic fluid foams when the pump is trying to force it through the wrong filter\screen and you get interupted steering function and the same with hydraulics. I don't think you have a problem that is serious. You need to find out if the trans filter and the screen are compatable with each other. As you said the filters were all changed so it is likely there that the source of your problem is. Also you said the steering worked on your second attempt...it will work for a few minutes until the hydraulic fluid is whipped into a milkshake and then it won't steer or lift. I have had this exact problem and I think you will be able to sort it out without any major problems. Good luck and let us know...Mike in Exeter Ontario
