If you still have the original gas cap on an old letter series, instead of just replacing the gasket you should get a new cap from the IH dealer. The original ones had only one small vent hole and with a new gasket the tank often can't breath and you can have a pressure build up under some circumstances. This can be dangerous. I know this is not an answer to your paint problem, but I noted the suggestion about the gas cap gasket and since I had the same problem on my Super M, when I went to buy a replacement gasket the dealer convinced me that I needed a new cap for the above reasons. They look just like the original so this shouldn't bother the appearence. I kept the old cap and gave it to the guy I sold the M to last year, just in case some future resorer gets picky.
