the comments are correct in that the tires burn very hot but this would only affect the rims as such..heat tretment wise they are probably a lot softer than normal ie easy to bend so on..i wouldnt be afraid of the mechanicals if the gages are not trashed that bad because if the heat under the hood was intense the guages would be 1st to go. just be advised that as a user tractor if the price is right it would be ok to use but if you wanted to restore it would not hold paint or anything very well unless an etching primer and lots of work in that are used. i purhchased a 77 oliver that was next to a barn when it burnt and was about like you describe this tractor. it ran fine after new wires and some work but could never get it to hold paint at all. this was before etching primer was available to everyone..
