Just got out manual for No.60 plow. There are a couple different set ups for hydraulics on this plow. From the picture you first posted, cylinder goes from bracket at top left to hole on flat plate bottom right of your picture. That flat plate must be welded to axel shaft, can't tell by your picture or mine. I would say yours is all there. My plow has the different hydraulic set up I mentioned earlier. 3" bore cylinder should lift this plow. The plow requires an adjustable stroke cylinder as that is what controls depth.
