TA troubles

When I pull the lever down into low, nothing happens, It dosen't even come out of high. Could this just be the linkage out of ajustment, or is somthing frozen up inside the TA? Also on our 786, when I pull the lever down into low, the tractor just rolls to a stop. I've heard that there is a cable that can get hung up, could this be the trouble? Finally, did quite a few 706's come from the factory with no TA? Our's is kind of a stripped down cheap one, (gas,no three point or fast hitch) mabey that's why no TA? thanks for the help
