The number you have given is not the serial #. It is the part # of the rear axle housing. The serial # is stamped on the top of the left frame rail probably near the clutch housing. It also was on the serial # plate on the tool box if it is still on the tractor. It seems very common for Regular, F-20 and F-30 to be missing the plate. The engine serial # should be stamped on a pad on the left side of the block near the back below the manifold. The engine serial # is not always the same as the tractor serial # but they are usually close enough to give you the right year. The serial # should start with FA or T. As for value, It is hard to say because 1 guy's idea of a restoration is another guy's idea of a quickie repaint. On an F-20, To do a first class restoration using authentic parts and fixing everything that is broken or worn out would cost several times what the tractor could be sold for. I'm finding this out as I'm in the process of restoring one myself. Don't get me wrong, because I am happy to be doing it. I'm just trying to point out that F-20s are not that valuable-restored or not. I paid $700. for mine from a good friend in running condition with decent paint. hope this helps.
