I have a 1984 IH 484. You have a stop/coldstart( extra fuel)/run throttle cable. It should be at the top left hand corner of the dash. Put it in the middle postion. According to the owners manuel you could have either a ether start( small can on the left side of tractor above the injector assembly. or thermostart(heats the injector area) Never seen one just ether start around here. The 484 can be hard to start in cold weather. I have to use the ether if I don't have the radiator hose heater plugged up. I would recommend the hose heater if you don't have one.
