Jeff, I'd rebuild that carburetor. Sounds like something is partially plugged. In extreme conditions everything must be in perfect working order, so this could show up in very cold weather only. I guess you could have weak spark also. As others have said, heating the fuel would make it burn easier and thus fire with a weaker spark. Spark is easy to test for. If its good, get that carb rebuilt. Your probably loosing power in warm weather too and just don't know it. My$.02 Dave.
