460 U hydralic and TA problem Help!!! Sheetmetal ect

I have a 460U which has set a while. When I first started it the hydralic pump whined so I added 700 NAPA hydro fluid. The current fluid is somewhat milky but I think it is in good enough shape to run the system. After adding fluid it worked ok for a few minutes then got jumpy and slower. I took the filter out and it looked ok and the round screen was somewhat dirty. I cleaned it and still the same problem. It seems after shutting down the 460 and restarting it it at first goes up a little better, but the pump still whines like it is starving for fluid.
Does the filter side feed the pump??
Can I take the filter out and try it without it and see if the flow is any better??
What position should the knobs under the dash that run the remotes be in??
The T/A seems to work fine but when shifting it from one side to the other it makes a hellva a noise sometimes, can this be from sitting and does it have a disc in it that might be not releasing due to being sticky
I am also looking for some of the white sheet metal and the cowl around the pump. The 460U is for sale so what is a fair price 3 point, decent rubber, very good sheetmetal,overhauled a few years ago so it runs super. Thanks Larry
