There is a return spring for the clutch pedal that should pull it back to the platform. There should be over an inch of "free play" in the clutch pedal measured straight off the platform if it is adjusted properly.
The tractor should only "stick" on a hill with the clutch pedal halfway out. If it won't roll with the pedal completely depressed, the TA clutch is not releasing and it needs to be adjusted.
This is a very specific process that is detailed in the owner's manual, in the I&T service manual, and the IH service manual. Do it wrong and the TA won't work. Worst case you end up burning out the TA clutch, as what happened to my Dad's W400 before he bought it. It was adjusted wrong.
