Regarding valve clearence variations. Probably a combination of the following occurred. Valves and seats were ground only, not lapped for final fitting. Common these days but not as good a fit a lapping. Minor error exist from angle of valve face and seat face thus after running valve seats itself, changing original settings. The exhaust valve @ .008 initially had some foreign material lodged in seat area and now it is gone. Did you adjust the valves in the sequence of the firing order? This will distribute the load to the cam more uniformly giving a more accurate setting. Also using two feeler gauges, one at .019 and one at .021 and using them as a "go" and a "no go" device will give a more accurate setting than using a .020 feeler to achieve the .020 adjustment. This should be measured after the jam nut is tightened. I am sure you have everything under control, I am only assisting by sharing info. and experience.
