More on M carb

I set the jet on the bottom 3 turns from seat and top one 1 turn back from seat just like the tisco kit said. Turning the screws really dosent make a diffrent infact i can close the botton jet almost tight and all the waty open and it dosent change a thing. I just don't understand it I did everything i can think off. Whatis that little thing bump on the bottom of the carb? it looks as if it has a tuny round allen head or somthing on it? It leaks gas from there when ckoke to much. I have Seen them leake out the front of the carb or run off the main jet on my H. Is there somthing else i can try? Hey owen do you have a M carb i could buy or just try and see if that is my problume. I suppose that the carb could still be dirty somewhere but i did use a whole can cleaner on it plus i ran some carb cleaner thru it, while running. The engine is really clean and it dosent even leak any engine oil anywhere. It has pretty much sat since last fall. the guy i bought it from got it from a guy who got sick and had no need for it. It has no dents or nothing looks to been restored a few years back. Nice ih wide under it. Any other ideas guys? It is like you shut the gas off and you use the choke to get her a little farther. It will run as long as i want it to at a set speed but if i give it more throttle you gotta play with the choke. I have never NOT been able to get a farmall with carb problumes to run correctly. I have taken the carb off more times today then it has seen in its life. What else besides the carb can make her act like this? The rain cap sits perfect and dosent miss untill it runs too lean or too rich. Which is all the time but at around 1200 rpms the rain cap stays nice and level.
