M needs you help

I have a 1951 M. It still requires half choke..... i rebuilt the carb with the tisco kit. I cleaned the carb with carb cleaner and made shure all the worm holes were clean. plus i cleaned the main metering jet and put in new gasket between the carb and the manifold. New gasket between the 2 pices of the carb. I also made sure the float was at proper level. But when i was finsihed with the kit i had a left over o-ring. I din't see where it goes? it was the bigest o-ring in the kit. Also i had tryed the propain thing and found no leaks. so i tried carb cleaner and it was leaking around the choke but that is where it gets fresh air anyways i dont see how that could make it run like its starving. Bottom line I tryed everything that i can thinkk of...... Ahes a real nice tractor as she has good quiet gears and clutch is strong. So i wouls like to get it running correctly. Also what is the little bump on the very bottom of the carb, it looks like it is part of the cast ans has a little indent in it like its a allen wrench it feels like the is vaccum comming from there, plus it leaks gas out of there if you choke it to much. Well any ideas???? shes timed perfect the govner is good shes getting spark on all 4 cylinders. she runs with the choke on. It acts like when you forget to turn the gas on and it runs out. Could there be a crack in the carb somwhere. i wish i had another M to swap the carb and see if it is better. Any ideas??? Plus i cleaned the water seperator and pulled the drain plug at the base of the carb and it has a pencile size non stop stream. Its getting good flow from the tank and there is nothing clogging the tube that feeds the glass jar. I'm ready to try somthing diffrent.
