T9 Gas Engine Quit Now Coughs But Won't Run

I need some help, I have an older T9 gas powered dozer. It was running fine, has for a long time then just started sputtered for about 5 seconds like I was running out of gas (tank was near 1/2). I let it clear then shut it down. Thinking I was low on fuel. Fueled it up, now it coughs sometimes but won't run. I have checked the plugs, they were full of carbon and the wrong plugs to begin with. Replaced them, checked and cleaned all the mag points, drained and cleaned the carb the fuel tank and line filter, cleaned air intake, checked gov linkage, checked valve train. still will only cough. Manual hints carbon in the head. I really don't want to tear the head off, like I said it ran fine then just dropped. Can anyone help? I am stumped.
