The tools were sent to IH dealers when the gas cap replacement program was started. If you can find an dealer today that was in business then, they can probably help you. Unfortunately so many dealers left the business in the '80s and '90s that you may have a hard time locating one. It was most likely made by Owatonna Tool Company, Owatonna Minnesota.
