Cub PTO

The PTO on my 48 Cub will not engage, With no load it seems to engage but pops out as soon as you let the clutch out. I have been in there a couple of times in fhe past and I dont understand what would cause this. Any advice would be appreciated. I do have the parts manual so you can get technical if need be. Thanks Ed
