240U needs choking

I just cranked up my IH-240-U for the first time to do some mowing. As usual, I had to pull it to get it started. After about 1 round, it started sputtering and losing power. I pulled the choke out, and whoa, it just ran like a champ. Push the choke in, it sputters again. I took the sediment bowl off--nothing there, but the gasoline smelled strangely like turpentine. It has sat outside all winter. All I did was just add some more gasoline. Do I have a carburetor problem, a governor problem, or could my gasoline have gone bad? Any ideas? Thanks.
