Injection pump question for someone who is an expe

Tractor is an IH 784 Have recently renewed the "O" rings in the 2 dials that control fuel cut off, and acceleration on the front of the pump. (looking at it side on) Once i managed to find the "O" rings that were the best fit, I put it all back. The pump doen"t let any fuel from the four injector outlets now, and it def did the day before. It"s all bled, new filter, pump is turning, shut off valve wasn"t moved when re-assembled. (allthough did then move a lot just to get something to happen). One more thing to add is that i used an impact driver to undo the screws securing the plate that held the dials. This is a handheld thing, not air impact driver! and only needed a light tap. Just to recap.......there is no fuel being injected. Why?
