Since the ground on the gen F caused it to charge the gen should be OK. Also the cutout relay in the reg closed when you gave it the gas so that at least worked, (might not be set quite right but that can come later). Either there is a wire from the gen F to the reg F and if so it uses a resistor inside to ground, or the wire from the gen F goes to the light switch and if so the light switch may have a bad ground or a bad resistor. If this wire is there then the reg F has no wire on it. You can check this next by disconnecting the wire from the gen F and adding a jumper from the gen F to the reg F and it should charge at about 10 amps. I had this bad ground problem and added a wire from the switch case to the tractor frame. The light/gen switch connects a resistor between the gen F and ground when you turn it on and may switch the gen F direct to ground if it has a separate detent for the headlights and some use two detents for low and high briteness. It should charge at 4-5 amps when on and 8-10 amps if in the headlight detents.
