Hi Steve: I have an IH-340 Utility with power steering. I also had steering problems, which, by the way, seems to be a common problem with these tractors. The BAD news is that you probably have excessive wear in the gears in your steering assembly (sorry about that). There is a "rack" on your power steering that is also probably worn pretty badly. You could try to take some of the "play" out of these gears through adjustments. Regarding the whining, make sure you have lubricant (should use Hy-Trans fluid) in the steering gear case - there is a plug (1/2") on the upper left casting that you should remove and check to see if it is full. Yesterday's tractors has Service Manual for about $55. Can't help you with the yellow paint. Email me if you would like further info.
