F-12 with packer rollers

I've run across an interesting F-12 and I am looking for any information anyone might have on it. Instead of wheels this F-12 has steel packer rollers on both the front and back. The front roller turns to steer, and the back one is driven by a chain on each side, connected to sprockets where the wheel would have mounted. I posted a photo of it in the tractor photos section of this board. It is posted as "F-12 w packer roller". I would appreciate any information anyone can offer.
